NHS England leads the National Health Service (NHS) in England. We set the priorities and direction of the NHS and encourage and inform the national debate to improve health and care.

NHS England shares out more than £100 billion in funds and holds organisations to account for spending this money effectively for patients and efficiently for the tax payer. A lot of the work we do involves the commissioning of health care services in England. We commission the contracts for GPs, pharmacists, and dentists and we support local health services that are led by groups of GPs called Clinical Commissioning Groups (CCGs). CCGs plan and pay for local services such as hospitals and ambulance services.
We have devised a strategic vision for the NHS, along with our partners in health, called the Five Year Forward View. And now, with our partners, we are delivering that vision. This vision shows that we are getting serious about prevention, identifying and delivering improvements in health care, redesigning the NHS so it continues to meet the needs of patients, ensuring the NHS is financially sustainable and engaging the public in this whole process.

The Personalised Care Group is part of the Strategy and Innovation Directorate at NHS England leading on the implementation of an all age all population personalisation agenda across the NHS and with key partners. The group works locally and regionally with sites to deliver on the key features of personalisation, increasing choice and control, exercising legal rights to choice and ensuring the NHS Mandate commitment and ambition in relation to Personal Health Budgets is achieved. The group consists of multiple programmes including: self care, maternity pioneers, personal wheelchair budgets, patient activation, social prescribing, patient activation and self care, integrated personal commissioning, empowering people and communities. The personalised care operating model encompasses and promotes an all age all population escalatory model of personalisation.
The group consists of programme, project and development managers, regional delivery support, specialist finance and commissioning support, clinicians, business support team, and people with lived experience working across the model to deliver an integrated system.
The finance, commissioning and contracting team are responsible for ensuring the financial and commissioning landscapes reflect and are able to respond to the shifts required to enable increased choice and control for individuals including personal budgets across an integrated system. We work with colleagues nationally, locally and regionally to realign the system to identifying cohorts, funding streams and negotiate contractual changes. This is a technical role requiring enhanced levels of knowledge and expertise in a specialised area.
We are looking for experienced managers educated to relevant degree level with a proven track record of improvement and service development delivery. The successful candidate will have worked at a senior level within commissioning, finance and/or contracting within the statutory sector and have the capability to support the NHS and Care systems at both strategic and operational level to understand the opportunities and potential within the personalisation agenda. They will be passionate, creative and have high energy levels to help make this happen.
