A lot of the work we do involves the commissioning of health care services in England. We commission the contracts for GPs, pharmacists, and dentists and we support local health services that are led by groups of GPs called Clinical Commissioning Groups (CCGs). CCGs plan and pay for local services such as hospitals and ambulance services.

YORKSHIRE AND THE HUMBER CLINICAL NETWORKS

Quality Improvement Lead (QIL) Perinatal Mental Health (PMH)
AfC BAND 7

Base: Oak House, Rotherham or Quarry House, Leeds

Secondment/Fixed Term Contract: 12 months from date of appointment

The Yorkshire and Humber Clinical Networks (CNs) work across Cancer, Diabetes, Mental Health and Dementia, and Children and Young Peoples Mental Health (CYPMH) and Maternity providing support to commissioners (in CCGs and NHS England) and to hospital based clinical/managerial staff. We also work closely with Local Authorities, voluntary organisations, charities, children, young people and their families and carers so the successful candidate will be exposed to a wide variety of NHS and non NHS colleagues when in post.

The Quality Improvement Lead (QIL) will be responsible for planning and managing network priority projects based on agreed work programmes. The QIL will use a range of service improvement techniques to deliver bespoke projects and monitor milestones and outcomes of work. The QIL will also co-ordinate the collection, analysis, synthesis and presentation of appropriate quantitative and qualitative data to support the commissioning process. The Quality Improvement Lead (QIL) will also have a key role in supporting the PMH work as a national priority for NHS England identified within the 5 Year Forward View for Mental Health and Dementia and the Maternity Transformation Programme resulting from ‘Better Births’.

In this role the QIL will support team members by facilitating discussions to encourage creative thinking, identify options and develop methods to test new ways of delivering services. The QIL will also develop and manage communication strategies across the network, ensuring that information and opportunities to actively engage others in the network projects are maximised. There are opportunities to share skills, knowledge base and learning from the quality improvement work with local, regional and national colleagues.

The successful candidate will be educated to degree level, or equivalent. They will have significant experience working in one or more of the following: secondary care, an equivalent operational role, a commissioning role and/or clinical role, where a number of wide scale quality/service improvement projects, in complex and challenging environments, have been managed. The successful candidate will also have excellent communication skills to develop mature relationships with CCGs, NHS England and non NHS partners and be able to demonstrate the ability to think strategically. Experience of working within PMH or a relevant mental health related service is essential.

The role will form part of a small PMH Team as part of the Maternity CN that spans the whole of Yorkshire and the Humber. Therefore, the post holder will need to be able to adapt to different styles and paces of working and be flexible to travel to meetings as required.

The Quality Improvement Lead will be based either in Oak House, Rotherham or in Quarry House Leeds and a car driver/owner is essential due to the travelling required in the role.
