NHS England leads the NHS in England, setting the priorities and direction of the NHS and informing the national debate to improve health and care. We strongly believe in health and high quality care for all, now and for future generations and want everyone to have greater control of their health and wellbeing, and to be supported to live longer, healthier lives by high quality health and care services that are compassionate, inclusive and constantly-improving.

NHS England shares out more than £100 billion in funds and holds organisations to account for their spending. Our work involves the commissioning of health care services in England, and we support local health services that are led by Clinical Commissioning Groups (CCGs). We have devised and are delivering a strategic vision for the NHS, along with our partners in health, called the Five Year Forward View.

If the advertised role is based in London on an Agenda for Change Pay Band, it will attract a High Cost Area supplement. This supplement is not applicable to Executive or Senior Manager or Medical Leader positions. For positions offered on a part time basis, salary and any allowances will be adjusted pro rata.

We will not accept applications for this position by CV or via recruitment agencies.

Local Service Specialist - AFC Band 8b

Midlands and East Region Specialised Commissioning Team - East Midland Hub

Substantive Post

The Midland and East Specialised Commissioning Team is looking to appoint a Local Service Specialist within their East Midland Team based at Fosse House in Leicester and covering the East Midlands area.

As a Local Service Specialist, the post holder will work as part of the wider specialised commissioning team supporting the implementation and delivery of national policies and local service strategies across the East Midland region.  The post holder will also work closely with other regional teams as well as the Regional Programme of Care Leads.

As the NHS develops a place-based approach to commissioning we need to ensure that high quality effective specialised services are available to local populations, evidenced by recognised clinical standards, good outcomes and equality of access.  The Local Service Specialist will help embed these principles.

The post holder will also lead a range of local transformation projects in response to local need, and so a good understanding of project management and the ability to lead and influence would be key.

The post holder will link to national programmes and reviews and lead on their implementation at a local level.  They will also work with other key stakeholders to drive improvements in clinical outcomes and patient experience; including Acute Trusts, STPs, CCGs, DCO Teams and Public Health England.

This would be an excellent opportunity for a clinician to develop commissioning experience and the postholder will be encouraged and supported to develop their skills.  The successful candidate will be required to demonstrate a knowledge of a range of clinical services or the ability to develop expert knowledge in many areas.  The current post holder leads on women and children (including children teenage, and young people cancer) and trauma programme of care portfolios.  However, this could be changed to fit in with the postholders skills and knowledge.
