This role will lead the support for NHS trusts and foundations trusts on the operation of their temporary staffing, ensuring right structures and procedures are in place, oversight is provided by relevant senior and executive management and improvement of internal staff banks is prioritised. The postholder will work closely with the Head of Commercial Strategy to ensure procurement of staff supply and value for money are prioritised by NHS trusts.
The role also leads the day-to-day operation of the analytical and financial part of the Temporary Staffing Team to ensure it provides to provide clear, evidence-based recommendations to the relevant decision-making groups including the NHS England and NHS Improvement Board. The analytical function of the team includes the collection, cleansing and analysis of the weekly temporary staffing data collection to monitor the impact of NHS Improvement’s temporary staffing rules, improve support to trusts, and establish how the quality of a trusts temporary staffing operation affects their wider workforce issues.
The postholder will build and manager relationships with a variety of key external stakeholders including Executives at NHS trusts, Department of Health and Social Care and agencies.
This role will be key in delivering operational data and intelligence to support delivery of the Temporary Staffing programme. The role will balance monitoring the impact of this high-profile policy across the sector with developing our response to trusts facing temporary staffing issues.
Please note that the reason for the fixed term of this contract is to cover an internal move. The temporary contract will therefore, terminate on 31/03/2020 to allow the substantive postholder to resume the duties of their substantive post.
